Save the Children Sweden fights for children’s rights. We influence public opinion and support children at risk - in Sweden and in the world. Our vision is a world in which all children’s rights are fulfilled - a world which respects and values each child, a world where all children participate and have influence, a world where all children have hope and opportunity.

We are a membership-based organisation with 250.000 members and supporters. We work in eight regions around the world and are an active member of the International Save the Children Alliance.

The objective of Save the Children Sweden, Regional Programme for Latin America and the Caribbean (SCS) is to contribute to the development and promotion of the rights of the child in keeping with the principles contained in the UN Convention on the Rights of the Child. Our programme is based on a long-term regional strategy giving priority to children’s right to protection, children’s right to education and to strengthening the civil society for the rights of the child and human rights. We work together with partners, mainly non-governmental organizations in 15 countries in the region. The Regional Office for Latin America and the Caribbean is based in Lima, Peru.

The coming years include three main changes within the organization; First we have to implement the new PME® system within the region ensuring that it will facilitate control, learning and communication about the work SCS is doing in the region. The second change is the ongoing Alliance cooperation that includes the process of combining thematic work at regional level with and an increasingly holistic unified presence at country level and stronger national members in the region. The third challenge is the move from one main source of money to a more diverse finance situation.

Our Regional Programme Coordinator has moved to other tasks and we are therefore seeking
Regional Programme Coordinator
to our regional office in Lima, Peru starting November 24, 2008.

The Regional Programme Coordinator will:
Under the supervision of the Regional Programme Manager, be responsible for further strengthening and development of the thematic programme on CRC, Child Rights Programming and Human Rights/Children’s Rights Monitoring Mechanisms. This includes the implementation, monitoring and evaluation of the Thematic Programme Plan;

 Ensure fulfillment of objectives
 Documentation and analysis of experience in SCS´s work with partner organizations and the added value of SCS in the programme implementation
 Development of fluent communication to ensure exchange of experience and coordination of initiatives both externally with partners and internally within SC to ensure maximum impact of the activities in the regional programme.
 Ensure quality implementation of the new SCS´s Planning, Monitoring and Evaluation system
 Support regional fundraising with relevant background information and documentation
 Budget and administration planning and follow up
 Support and stimulate teamwork within the regional office and in relation to partner organisations.
 Contribute to promoting and actively supporting collaboration within International Save the Children Alliance (Unified Presence and SC) Be open for collaboration in a constructive way without compromising the values and mandate of Save the Children Sweden.

The work is carried out in coordination with colleagues in Save the Children Sweden and other members of Save the Children as well as collaboration with international, regional and national partners. Includes travelling, mainly in the region.

Required qualifications
• University degree in Law or Political Science , preferable master degree, and ample working experience in the area of international cooperation and development, minimum 5 years in human rights issues, with particular focus on children’s rights
• A commitment to the International Save the Children Alliance’s vision, mission and values, Child Rights Policy and Child Protection Policy and Code of Conduct
• Advanced knowledge of International Human Rights Law and Children’s Rights as well as on the Regional and International Human Rights Mechanisms. It will be considered an asset experience of working with the Inter-American Human Rights System and/or the Universal Human Rights System, especially the CRC Committee.
• Very good knowledge of relevant aspects of the doctrine and jurisprudence on Children’s Rights, and in particular deep knowledge on the CRC.
• Very good knowledge of the inter-governmental bodies and agencies with responsibilities for children at Regional and International level.
• Knowledge about the work of the National Coalitions for Children’s Rights and other Networks operating in the Region. Previous experience on working with National Coalitions, Networks and civil society organizations will be an asset.
• Experience of advocacy work on human rights at regional and/or international level.
• Proven experience in project planning, monitoring, documentation, evaluation and systematization. Experience in presenting project proposal to donors and reporting back to them on project implementation.
• Previous experience holding responsibilities for budgeting and project administration tasks
• Demonstrated ability to work in a changing, multi-cultural environment and establish harmonious and effective working relationships with colleagues contributing to teambuilding
• Fluency in Spanish and English language (both spoken and written). Knowledge of Portuguese is an asset.
• Readiness for frequent travelling

• A commitment to the International Save the Children Alliance’s vision, mission and values, Child Rights Policy and Child Protection Policy and Code of Conduct
• Deep knowledge of the regulation and practical experience of the functioning of National Protection Systems for Children at the local, regional and national levels.
• Deep knowledge of the Right to Quality Basic Education.
• Knowledge of different experiences and models of schools as safe and protective environments for children against violence, promoting inclusion, child participation and children’s rights.
• Proven experience in project planning, monitoring, documentation, evaluation and systematization. Experience in presenting project proposal to donors and reporting back to them on project implementation.
• Previous experience holding responsibilities for budgeting and project administration tasks
• Experience of work in the region with focus on advocacy and monitoring human rights International experience will be an advantage
• Demonstrated ability to work in a changing, multi-cultural environment and establish harmonious and effective working relationships, teambuilding
• Fluency in Spanish and English language (both spoken and written). Knowledge of Portuguese is an asset.
