JOB TITLE: Humanitarian Project Coordinator

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and reduce suffering caused by humanitarian emergency situations.
JOB PURPOSE:
To manage, monitor and evaluate a disaster preparedness project for risks associated with the El Niño Phenomenon, as an initiative of the communities located in the Piura River basin, in accordance with ECHO and Oxfam International working principles and standards.
REPORTING LINES:
Postholder reports to: Risk Management Programme Co-ordinator, Oxfam GB.
Staff reporting to this post: Technical Coordinator, Administrator, and Organizations Advisor . (partner's staff).
BUDGET RESPONSIBILITY: A pproximately EUR 310,000.
DIMENSIONS:
· Ensuring effective and efficient implementation of the "Community-based disaster preparedness against risks associated to 'El Niño' phenomenon in the Piura river basin", in the framework of the Oxfam GB Peru Programme.
· Managing a multidisciplinary team.
· Communicating widely within Oxfam GB Peru Programme, partners and with donor ECHO.
· In co-ordination with Oxfam GB and partners, influencing diverse institutions and organisations at local, regional and national levels.
· Solution to problems of diverse nature.
KEY RESPONSIBILITIES:
· Draws up, implements and supervises the project's technical and financial activities plan toward ensuring compliance with the objectives, proposed results and gender sensitivity.
· Draws up the operational plan with the team.
· Ensures the quality, coherence and impact of the programme through monitoring and evaluating results and effects, according to the schedule contained in the Operations Plan.
· In the measure it may be required, in co-ordination with partners, relate and, if necessary, co-ordinate with other key actors, at local, regional and national levels.
· Contributes to articulation of the parties and other important organisations on priority thematic work areas.
· Ensure that the project is implemented in a participative, cultural and gender sensitive way, respecting Sphere Standards.
· Revises the strategy with the Technical Co-ordinator and the team, ensuring implementation of the recommendations.
· Ensures adequate management of the project files is followed.
· Facilitates articulation between both participating institutions (Oxfam GB and partners) to ensure a rhythm of work that guarantees compliance with the Work Plan.
· Supervises the project's administrative-financial processes, guaranteeing the necessary standards required by ECHO and the implementing institutions (Oxfam GB and partners).
· Approves the monthly plans for project expenses.
· Authorize the execution of the project budget.
· Revises and approves monthly activities and reports.
· Supervises the expenses, acquisitions and adequate use of resources.
· Prepares the narrative and financial reports according to the standards required by the donor (DG-ECHO), to be revised by Risk Preparedness Programme Co-ordinator, Administrative and Financial Manager, Regional Humanitarian Co-ordinator and Regional Funding Co-ordinator.
· Organises monitoring visits to the project of representatives of Oxfam, DG-ECHO or other visitors, as well as evaluation and audit visits.
SKILLS AND COMPETENCE:
§ Substantial experience in management of international technical co-operation projects.
§ Demonstrable experience in management of risk reduction and emergency projects, specially in rural communities.
§ Experience in project implementation and follow-up in accordance with ECHO project cycle management.
§ Experience in administrative financial managing in international cooperation projects.
§ Sensitivity in gender and diversity issues is a MUST
§ Work experience in the area of the project is desirable.
§ Knowledge of Sphere Standards and other regulatory codes for humanitarian interventions.
§ Fluent in English and Spanish.
§ Affinity with the aims, objectives, principles and values of Oxfam GB.
