Concurso para la vacante del puesto de Representante Auxiliar- NOC del Fondo de Población de las Naciones Unidas. Adjunto encontrará los términos de referencia.

Bajo la supervisión del Representante, contribuirá sustantivamente con la dirección efectiva de las actividades del UNFPA en todas las áreas programáticas, con especial énfasis en el área de salud y derechos reproductivos. Analizará y determinará las tendencias nacionales y regionales del sector salud y brindará aportes técnicos y gerenciales en la planificación, monitoreo y evaluación de proyectos en el área de salud y derechos reproductivos.

Assistant Representative (NO-C)



Organizational Context



Under the supervision of the Representative, the Asst Rep substantively contributes to the effective management of UNFPA activities in all programmatic areas, with a special emphasis in the area of reproductive health and rights. She/he analyzes and assesses relevant national and sub-national health sector trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks. The Asst Rep guides and facilitates the delivery of UNFPA – Peru Country Programme by monitoring results achieved in the implementation, extracting lessons learned and identifying best practices.



The Asst Rep facilitates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in government at national and sub-national level, the multi lateral and bilateral donor agencies and civil society to address emerging issues.



The Asst Rep must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The Asst Rep is a substantive contributor to the programme team in the Country Office



Results-Oriented Functional Statement:



In collaboration with Government counterparts, regional advisers and technical experts, NGOs and other partners contributes substantively to the formulation and design of the Country Programme in line with national priorities and objectives, and according to UNDG/UNFPA programme policies and procedures. The Asst Rep ensures quality of programming/project design on issues pertaining to sexual and reproductive health and rights, integrating a gender perspective. Establishes appropriate project execution, monitoring and reporting mechanisms.



Analyzes and interprets the political and socio-cultural environment within which the health sector develops, from a gender and human rights perspective and identifies opportunities for UNFPA assistance and intervention for the achievement of key health related results. Keeps abreast of new policy developments and strategies, analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.



Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action. Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.





Helps create and document knowledge about current and emerging reproductive health and rights issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.



Assists advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e: project summaries; conference papers, speeches, donor profiles and participating in donor meetings and public information events.

Job Requirements



Academic Requirements

Post graduate studies in medicine, public health and/or social sciences.



Experience

8 to 10 years professional experience preferably in programme/project management in the area of public health working with government counterparts and civil society organizations.



Languages:

Fluency in oral and written English and Spanish.



Computer skills:

Proficiency in current office software applications.
